Hier finden Sie eine Zusammenstellung von Antworten auf Fragen, die im Vorfeld und während des FAQ-Online-Seminars zur Antragstellung „Europäische Hochschulen“ zu den Themen Arbeitspakete und Budget aufkamen. Die nachfolgende Auflistung wurde nach Rückfrage bei der EACEA erstellt.
1) Work packages and deliverables
1.1 Regarding the recommended number of work packages and of deliverables per work package, how applicant should interpret the indications in part B, section 4.2.: “It is recommended to limit the number of deliverables to max. 10-15 for the entire project”. Can you confirm that this indication is not binding for big projects like “European Universities” and that they could have more than that? Furthermore, is there a recommendation on the numbers of work packages? Is there a maximum number of work packages?
A work package means a major sub-division of the project. Each work package should be structured along expected outcomes, milestones and deliverables. Applicants are free to define the number and structure of their work packages in accordance with their work plan and taking into consideration the provisions of the Call and the Model Grant Agreement.
The template for Part B of the application includes a non-binding recommendation to limit the number of deliverables to max 10-15 for the entire project. However, applicants may define a larger number of deliverables if they deem it as appropriate. The number of deliverables should be in line with the proposed activities, and the deliverables should only focus on major outputs.
2) Budget
2.1 Should unit costs for travel, accommodation and subsistence in accordance to the Commission Decision C (2021)35 and Annex 2a be used for the calculation of the lump sum? And how can different units within the same WP be inserted into the Detailed Budget Table (e.g. when several project meetings are planned with different distance bands and destinations within the same WP)?
As stated in the Annotated Grant Agreement, costs related to travel, accommodation and subsistence must be declared using the costs fixed by Decision C(2021)3510 and set out in Annex 2a.
Different units within the same WP should be summed up and an average cost should be applied on the total. This average should be recorded in the Detailed Budget table as “cost per unit”.
2.2 Is it possible to subcontract associated partners (associated partners from EU-countries, third countries associated to the programme or third countries not associated to the Erasmus+ programme)?
Associated partners do not receive EU funding under this grant, but their involvement and role in different activities have to be clearly described in the proposal. They will be also included in the Grant Agreement under the section participants.
Associated partners and third parties giving in-kind contributions should bear their own costs (they cannot become formal recipients of EU funding). Therefore, associated partners cannot be subcontractors.
2.3 May funds be used to finance the development of activities, with the activities later being offered commercially?
The European Universities 2022 Call is based on a Lump Sum approach, which means that at final report stage it is the completion of work packages that will need to be proven/checked. There will be no financial assessment on cost reporting or on profit.
2.4 Could also the costs for purchase of software, licenses, literature and access to databases be declared under C.3 “Other goods, works and services”?
Applicants must complete the Detailed Budget Table in line with the instructions provided in the document. The estimated costs applicants include must comply with the basic eligibility conditions for EU actual cost grants (see AGA — Annotated Grant Agreement, art 6). Please note that the Agency cannot comment on the allocation of concrete costs.
2.5 Are there funding rules for student and staff mobilities?
There are no specific funding rules for student and staff mobility. As stated in the Call document, the costs included in the detailed budget table must comply with the basic eligibility conditions for EU actual cost grants (see AGA — Annotated Grant Agreement, art 6).
2.6 Page 13 in the Call: “Financial support to third parties is allowed for grants and prizes under the following conditions” Who is meant by third parties?
In section ‘6. Eligibility’ of the Call document, the text refers to recipients of financial support to third parties which must normally be third parties to the grant agreement.
The beneficiaries/affiliated entities may charge costs under ‘Financial support to third parties’ where giving such support is part of the action activities. This budget category covers cascading (meaning the beneficiaries of the EU grant provide themselves a financial contribution to third parties) grants, prizes or similar.
Recipients of financial support to third parties (grants, prizes or other) do not become party to the Grant Agreement (do not sign the GA) and are not part of the consortium.
As stated in the Annotated Grant Agreement, cascading grants may be given via a financial donation to natural persons (e.g. allowance, scholarship, fellowship) or legal persons (e.g. non-repayable financial assistance to local NGOs), seed money to start-ups or microcredit, or other forms. Prizes are given on the basis of a contest organised by the beneficiary. This list is non-exhaustive and would depend of the applicants and the foreseen activities.
2.7 What do "artistic fees" mean as costs in the budget excel?
‘Artistic fees’ is just an example in the draft budget table, which may be applicable to other actions/ programmes.
2.8 Budget excel A.5: Does 'volunteers' mean people who work for free?
In the Financial Regulations, volunteers are defined as "person working on a non-compulsory basis for an organisation without being paid".
