Bastian Baumann is the Managing Director of EQAA, the European Quality Assurance Agency, and an independent consultant on higher education, drawing on extensive international experience, with a focus on Europe, Central Asia, Northern Africa and the Middle East. His main area of work is higher education reform implementation, including quality assurance, recognition, ECTS and qualifications frameworks.
He has been involved in the creation of the European Higher Education Area since 2001. This work included representation in the Bologna Follow-Up Group and active participation and presentation in numerous Bologna seminars. He helped establishing the European Qualifications Framework and the Qualifications Framework for the EHEA as well as the German NQF.
Bastian has been a Bologna Promoter in the early phases of the programme and has acted as a key expert in a variety of reform projects funded by the European Commission. Furthermore, he is the author of the feasibility study that led to the establishment of the European Quality Assurance Register for Higher Education (EQAR).
Until 2011 he was the Secretary General of the Magna Charta Observatory of Fundamental University Values and Rights based in Bologna, working on questions of university autonomy and academic freedom. Previously, he has been a member of the executive board of the German Academic Exchange Service (DAAD).
